OpenCPI release v2.4.5 available

On behalf of our local, partner, and community developers, we are proud to announce the general availability of the OpenCPI v2.4.5 release.

As was the case with previous patch releases, due to customer demand, this patch release contains new content that was deemed safe to add to v2.4.X and was backported from the upcoming v2.5.0 release.  Of particular note is the new Epiq Solutions OSP (ocpi.osp.epiq-solutions) which adds support for the "z3u" platform.

Other new content includes:
(1) ocpi.osp.e3xx: dual-port data interface mode is now supported on the "e31x" platform.
(2) ocpi.osp.e3xx: now achieve higher sample rates for 1TX1RX, and 2TX2RX is supported.
(3) ie-gui: testing: GUI automation steps have been added.
(4) framework: new "xilinx18_3_aarch64" RCC platform.
(5) framework: optimized build capability added.

A few usage notes for item (5):
(a) You no longer have to do a normal install of the framework followed by an optimized build of the associated RCC platform (using "ocpiadmin install platform ...").  You can do the optimized framework build/install directly by running
"scripts/install-opencpi.sh --optimize"
(b) To use the optimized framework build after installation, do
"source cdk/opencpi-setup.sh -s --optimize"

The list of bug fixes is encouragingly small, as is appropriate for a fifth patch release.

v2.4.5 is being released with one minor known deficiency:
no published (on https://opencpi.gitlab.io) documentation for the new Epiq Solutions (z3u) OSP.
