OpenCPI Release v2.3.0-rc.1 available

On behalf of our local, partner, and community developers, we are proud
to announce the general availability of OpenCPI v2.3.0-rc.1.  This is
a release candidate, meaning you can expect to encounter a few rough
edges.  Kindly bring them to our attention as you have the time and
inclination.

v2.3.0 highlights include:

(1) New PicoEVB HDL platform.
(2) A new "test_internal_assy" assembly that can be used for testing
and validating new HDL platforms.
(3) A new "analog" OSP (initial OpenCPI support for ADRV9361-Z7035
attached to ADRV1CRR-BOB).
(4) The SDR components project -- finally.  Apologies to the contributor
for taking so long getting this integrated into an OpenCPI release.
(5) New script for generating an output file for the "capture_v2" unit
test's properties.
(6) A number of bugfixes and enhancements -- see the Changelog for the
details.

This release also includes several fixes/improvements for the new GUI.
User feedback is definitely appreciated.

A known deficiency is the absence of documentation provided as RST
sources on the https://opencpi.gitlab.io web site.  We hope to have
this addressed by the time v2.3.0-final is released.
